Among the sudden-happening disasters, earthquakes cause great damage withgreat loss of lives and personal injuries.Several large earthquakes have occurred inChina for last years. Whether the social economy or people’s minds have sufferedsevere trauma. At the same time, We have been deeply aware of the importance of theresearch on urban earthquake disaster planning and its information managementsystem. In order to manage earthquake disaster planning better, this paper proposesand implements a generally applicable information management system of urbanplanning on earthquake resistance and hazardous prevention based on the summary ofextensive literature, data and previous studiese.This system combines GIS technology, computer technology and demandanalysis. It is developed using VS2008as its integrated development environment,ArcGIS Engine as its development component, Personal Geodatabase as its database,C#as its development language. It implements the inquiry, statistical analysis andother operations of urban earthquake disaster planning outcomes and map dataoutcomes. What’s more, it provides convenience to government departments to carryout earthquake disaster prevention planning.This paper contains six chapters. The followings are main conclusions of theresearch:(1) Elaborating the related theory and technology. It describes the main contentsof urban earthquake disaster prevention planning, evaluation criteria of emergencyshelters, sorting methods of gradual elimination of the weak seismic constructionzones. At the same time it introduced the secondary development of GIS applicationsoftware based on AE in detail. All of these laid the foundation for this paper.(2) Designing and building the system database. The amount of this system datais large. And the data Involves a wide working face. What’s more, it has complexstructures. In order to meet the needs of practical work, it elaborates the principles ofdatabase’s building, database Structure, data storage methods, detailed design andsteps of database’s creating on the basis of the system development total targets.(3) Evaluation of emergency shelters is researched by example. First, itintroduces the concept of emergency shelters. And then it lists the evaluation criteria,and establishs evaluation model used ArcGIS analysis software. Finally it researchs the emergency shelters in Gaomi, and gives relevant recommendations.(4) Gradual elimination of the weak seismic construction zones is researched byexample. First, it describes the characteristics of urban weak seismic constructionzone. Then it builds the index system and each index calculating model used ArcGISas analysis software. Finally, it uses Gaomi data. It gets the order of gradualelimination of the weak seismic construction zones by normalization processing, graysituation decision-making and determining the weight used standard deviationmethod.(5) Information management system of urban planning on earthquake resistanceand hazardous prevention is established by example. It clear overall goal of systemdevelopment, system structural framing and system features used actual work needsas the point of departure. And it completes the detailed design of the system, whichdescribes the functions of each menu in detail. Then it describes the main steps ofsystem development, including interface design, adding resource, making installationprocedures, and so on. Finally, it developes a generally applicable informationmanagement system of urban planning on earthquake resistance and hazardousprevention used Gaomi data. By this instance, it proves the feasibility of this paperand makes a demonstration to further promote the application and research of thesystem.
