At present, the governance measures of environmental disasters andgeological disasters in coal mining subsidence area are soil and waterconservation; land reclamation and restoration of ecological environment, whichrespectively belong to the department of land and resource; water resource;agriculture and environmental protection. So there exit a large number ofrepeated governance and fund waste. Moreover, all kinds of geological disastersand environmental disasters events are not exist in isolation, there are time andgenetic relationship between them, therefore, a complex system of disaster chainis formed. In view of the above two reasons, in coal mining subsidence area, thegeological disaster and environmental disaster should be comprehensivegoverned in the disaster chain, which can avoid repeated governance and thewaste of funds, and can realize the effective governance for coal miningsubsidence area. This paper takes Beishan coal mining subsidence area in Yuci, Shanxi as anexample, based on the situation analyses of all kinds of disasters, a system ofdisaster chain in coal mining subsidence area is constructed, then processanalysis was carried out on the disaster chain, and the chain scission andmitigation of disasters are put forward, and the comprehensive control measuresof mining subsidence area are carried out on the premise of disaster chainmodel.Through the above analysis, the main results were as follows:(1) thegeological disasters in the study area are mined-out area disasters, coal ganguedisasters and unstable slope disasters due to engineering excavation. While theenvironmental disasters manifest the decrease of vegetation cover, landscapedevastation, atmospheric pollution, soil corrosion and groundwater pollution;(2)disasters chain in coal mining subsidence area according to the disaster typescan be divided into mined-out area disaster chain, coal gangue disaster chain andunstable slope disaster chain, an artificially broken chain mode in each of thedisaster chain link is put forward, which means in disaster link, in order tobreak the chain, we take the measures of grouting and sealing for mined-outarea disasters, arch skeleton slope protection scheme for coal gangue disastersand engineering anchorage or ecological slope protection scheme for unstableslope disasters;(3) on the basis of chain scission and mitigation scheme,comprehensive control measures of mining subsidence area are discussed, thecontrol measures can eliminate geological disasters and environmental disasters in coal mining subsidence area, which provide suggestions for other complexmining subsidence area.
