Study On The Influence Of Industrial Upgrading In Baotou On The Construction Of Ecocity

As a heavy industrial city in the west, Baotou should vigorously promote the healthy development of industry to enhance the economy of the city. However, under the current development pattern, economic development will inevitably cause great damage to the environment and resources. If the pattern doesn’t change, Baotou may get rapid promotion in gross economy in short-term, but more severe ecological challenges may arise in the near future. Thereore, to promote modernized revolution of industrial structure during the process of industry upgrading, Baotou can really become an ecological city by changing the current low-efficiency and high-pollution industries, and setting up an industry upgrading pattern allowing not only to enhance economic strength but also to achieve sustainable development.Taking Baotou as the research object, firstly, based on the analysis and summary of domestic and foreign scholars on related theories on the ecological city construction and industrial upgrading related, according to the GDP in1978-2013and changes of proportion in the industries, this paper finds that the industrial structure of Baotou is restructuring from “industry, tertiary, agriculture” to “tertiary, industry, agricultre”. Secondly, through the canonical correlation to analyze the environmental effects on industrial structure,data shows that there is a strong correlation between the two variables,and the canonical variable extracted environmental quality indices of the wastewater emissions, exhaust emissions and sulfur dioxide emissions,canonical loadings were-0.845,0.959and0.908.The corresponding three times industrial structure extracted explanatory variables of the proportion of secondary and tertiary industries,the canonical loadings were respectively0.966,0.763. The results above show that: Baotou’s secondary and tertiary industries influence more on atmospheric environment than on water environment, and effect of the secondary industry is more than the tertiary industry,the primary industry has minimum impact on the environment.Then apply integration test and Granger causality test to explore whether the industrial structure and ecological environment is stable iequilibrium in the long-run, and simultaneously build ecological environmental impact index of industrial structure(IIISNE),data calculation results show that IIISNE has been maintained at4.2above in twenty years, at the same time, Baotou’s gross domestic production increased by35times, indicating that the industrial structure on the ecological environment of the interference and influence degree is high,the rapid development of the society and economy of Baotou is the deterioration of the ecological environment as the price, which shows the insustainability of its economic development and forces. Baotou to speed up the industrial upgrading in the construction of ecological city in the future and to change the industrial development pattern, meanwhile, accelerate the development of services and continuously improve the proportion of services. Finally,combined with the construction of ecocity of Baotou and the current industry structure, this paper puts forward three-time industrial upgrading objectives and related suggestions.
