With the development of the economic, the environment get deterioration all over theworld, the mainly performance of the environment is global warming, extreme weather and soon, the most attention of the world is the increase in greenhouse gas emissions. In response tothe deterioration of our environment, We carry out energy conservation work to achieve thelow power consumption, low emissions and high efficiency of the ecosystem, make alow-carbon development on transportation. At present, there are a few of studies on evaluationof carbon emission levels. Above all, this paper begin to study on evaluation of carbonemission levels in road transportation.Firstly, this paper describes the theory of low-carbon transport and carbon emissionlevels, analysis of the factors affecting the relationship between the level of carbon emissionsevaluation and select a scientific evaluation methods. the level of carbon emissions in the roadtransportation’s factors is divided into four parts. Such as energy efficiency, transport structure,energy saving effectiveness and sectorial policies. This paper is based on the principles ofscientific and systematic to build the road transportation sector carbon emissions evaluationsystem, this paper adopted to the level-fuzzy comprehensive evaluation method to beevaluated. Above all, this paper have the Index weights and the form of the evaluation, andbuild a complete road transport sector carbon emissions evaluation system. Finally, this paperthe road transportation of Shanxi Province as an example, using a combination of global andlocal way to evaluation the Shanxi road transportation’s carbon emissions. Base on thisanalysis, this paper provide a reference for management department. Finally, this paper’sevaluation system is feasibility and reasonableness.
