Study On The Problems And Countermeasures Of The Construction Of Low-carbon Small Town In China

The issue of global warming has increasingly affected the environment for human livingand producing. As a response to the impact of climate change, the international communityhas established specialized organizations, and conventions, to coordinate the interests andattitudes of different countries, and reach consensuses. China sets targets for energyconservation and emission reduction for the ’Twelfth five-year’ plan. By2015, the country’senergy consumption for every ten thousand yuan GDP will fall to0.869tons of standard coal,declining by16%compared to2010.When it comes to the current situation of domestic economy, to advance the constructionof small town will contribute to the process of urbanization. Besides at the end of2011, Chinahas launched a pilot project for building low-carbon small towns, which will take use of thetown area’s advantage, later development, less damage, and good environment. Compared tothe city, the small town will cost less and has more room for low-carbon development. Inadditions, it is beneficial for rural population to achieve urbanization nearby, to transformproduction and lifestyle, and to improve living standards, enjoying the quality of urbanization.Through reading literature and field survey, this paper analyses the basic theories andrequirements for low-carbon development as well as the problems facing the low-carbonsmall town, and proposes specific countermeasures, which should be beneficial for theconstruction of low-carbon small town in China. Firstly, it determines the range involved inlow-carbon small town’s construction, to balance the urban and rural development andsummarizes the concepts and guiding theories, which includes the theory of sustainabledevelopment, and low-carbon economy theory. Those theories will provide reference andguidance for handling the relationship between development and ecological environment andimproving the public management during the low-carbon small town development. Secondly,it integrates the experience and the basic patterns, including building low-carbon community,developing low-carbon technology, and readjusting industrial structure, which apply todifferent places. The main features of low-carbon small town are reflected in infrastructures,industrial structure, and agricultural development etc. What’s more, by taking cases of smalltowns like Niuzhuang, comparing its scheme and condition for low-carbon development, the problems of construction are showed. At last, according to requirements of the theories andexperience abroad, like society management, new energy development and communityplanning, the paper comes up with countermeasures in the matter of low-carbon awarenesspublic participation, town area planning, infrastructure construction and agriculturaldevelopment, to respond the problems.
