With an increasing competition of petrochemical products in a global business environment, there is a large disparity in production conditions, quantity and quality of the products between China and Foreign Countries, while the complex production process of petrochemical products, strict requirement of additives ratio and diversity of additives, as well as their poor exchangeability, have set higher requirements for automatic control system. Accordingly, more and more petrochemical enterprises are seeking to develop an economical and effective storage and transportation system that using a more reliable and efficient automation control system, instead of the generally used distributed control system (DCS), so as to minimize the construction cost of the small and medium-sized projects.In this study, we provided a programmable logic controller (PLC) in combination with the computer control system in automatic oil delivering system and valve blending system during oil depot construction. By combining the advantages of PLC in logic control with that of computer in computing, image processing, convenient operation, data management, and etc., we have successfully constructed an integrity and reliable control system that can be used for automatic production process control, as demonstrated by the feasibility analysis of our plan, design, implementation process, as well as its practical application and the lower construction cost obtained.
