Study On The Guidance To The Public Opinion Of Natural Disasters Crisis

Natural disaster has many characteristics, such as regional clusters, cyclical crisis, and so on. China is one of the countries who have the most serious natural disasters in the world crisis. Along with the development of society, the government, the media and the public put more and more attention and recognition on the public opinion guidance to the natural disasters crisis. When facing natural disasters crisis, successful public opinion guidance can not only solve the crisis of natural disasters, and reduce the spread of rumors, but only alleviate psychological pressure of the public and maintain a good image of the government. Taking public opinion guidance on the natural disasters crisis as foothold, this article analyzes the historical changes of public opinion guidance through the comparison study on of it. Basing on the summarizing of the shortages of natural disasters crisis public opinion, and the "agenda-setting" theory in the analysis of natural disaster crises, this article also analyzes the relationship among the media, the public, and the government. And then the article puts forward the perfect public opinion guidance to the natural disasters crisis mechanism construction. This paper is divided into five parts.In the first part, I summarize the public opinion guidance to the natural disasters crisis. I mainly analyze the natural disasters crisis’social political, economic, cultural and psychological influence, and the importance and specialty of the public opinion guidance to the natural disasters crisis.In the second part,I analyze the relationship among the government, the media and the public under the theory of " agenda setting "In the third part,through the situation and principle analysis on the public opinion guidance to the Three Years of natural disasters, the Tangshan earthquake, Floods in1998, Wenchuan earthquake, I sum up the historical development of the public opinion guidance since the founding of the People’s Republic of China. In the fourth part, I mainly analyze the existing problems in the current public opinion guidance to natural disasters. I find the public opinion information collection is not comprehensive and not objective, media communication mechanism is not sound and not perfect, disaster information release is not inadequate and psychological aid is not fully and not last.In the fifth part, I put forward corresponding countermeasures in view of the existing problems in the current natural disasters crisis. In order to improve the news release mechanism, we shall coordinate the media communication. To promote public disaster response capacity mechanism, we shall strengthen the education guidance. To build public opinion analysis mechanism, we shall collect all kinds of public opinion. To set up information disclosure mechanism, we shall strengthen the information sharing. To establish the long-effect mechanism, we shall perfect the laws and regulations.
