Based on the relevant theory of Geographic Information System and deep analyses of present condition of County Geographic Information Management, this thesis discussed the Geographic Information Data Standard, and designed the Fundamental Geographic Database in detail, and it also designed the system frame and function module of County Fundamental Geographic Information System combined with the newest technique of management ofGeographic Database. Based on the design, we put forward the application——DeqingCounty Fundamental Geographic Information System, which applied to the construct administration department of Deqing County.The main study contents of the thesis:(1) Geographic Information Data standard: It analyzed the characters of large-scale Fundamental Geographic Information Data and Data Standard of country, industry, province. According to local situation, it discussed 1:500 vector Data Standard of county level.(2) County Fundamental Geographic Database: Based on the study of the structure and management pattern of 1:500 one, it designed Fundamental Geographic Information Database like 1:500 DLG, DOM, DEM, GN, MD, etc.(3) County Fundamental Geographic Information System: On the basis of analyzing the condition and requirement of County Fundamental Geographic Management, it designed County Fundamental Geographic Information System.The main features of the thesis:(1) Technology: By using the technique of objected-oriented geographic spatial data model and Spatial Database Engine, it realized the non-gap integrated management of large spatial data and multi-scale Fundamental Geographic Data.(2) Application: Referring to large relation database, ActiveX GIS and WebGIS, it realized County Fundamental Geographic Information System which give the guidelines to the construction of Zhejiang Province County Fundamental Geographic Information System.Conclusion in practice: County Fundamental Geographic Information System which based on the ArcEngine and SDE realized functions like incorporate management, true 3D database construction, animated presentation of 2D map and 3D map in real time, publishing on the internet of Fundamental Geographic Data and so on. The system resolved the requirements of Fundamental Geographic Information of programming management, digital city management, power line management, public security 110 receipting alarm etc.
