This paper discussed the systematism of the new astronomical geodesy system, which referring to the theory and methods of the astronomical geodesy, the capability of the new astronomical instruments, the methods of the astronomical measurement, astronomical data processing and how to submit the data of the astronomical measurement.In order to adapt to some users' special purpose, researches on how to minimize the new system have been made and some basic conclusions have been made too. The thought that astronomical measurement is made by only an electrical theodolite has been put forward in this paper.The main content of this paper is as follows:1. The theory and methods of the astronomical geodesy were discussed systemically.2. Carefully researched the instruments used in the new astronomical geodesy system and their performances are tested respectively.3. The communication method between the serial port of the computer and CMC SuperStar GPS OEM board under binary and NMEA-0183 mode are given.4. The result that testing the capacity of the hp Jornada 688 handheld PC (Windows CE operation system) show that the handheld PC can be used as an instrument in the new astronomical geodesy system.5. The thought that astronomical measurement is made by only an electrical theodolite has been put forward.6. Develop a set of software for the new astronomical geodesy system.This new astronomical geodesy system makes the astronomical measurement very easy because of automation by the new technology and performances of the new instruments.
