At the present time, the pollution reduction has become an important mean to improve the environment quality and solve the regional environmental problems both at home and abroad. Total quantity control is a kind of macroeconomic regulation and control index, it is an indicator of pollutant emission, which turns regional environmental target into the total quantity index, and then assigned to each pollutant discharging units. At present, the total quantity control of our country is basically the target gross control, that means the allowable emission amount of pollutants under the management goal about provisions of the scope of pollution load reduction rate, hose total amount is based on the pollutant source emission and does not exceed management rules. In order to reach the environmental requirements and the Railway strive to achieve the goal of improving production without increasing pollution in the Twelfth Five Year Plan. In this paper, with the help of new thinking and facility, to predict the major pollutants emissions of the railway in2013-2015.At the same time, from the three levels of pollution source, Railway Bureau and Railway company to build management control system of main pollutants in the railway, and lay the foundation for future development of the total pollutant discharge control in railway industry. The main research content in this paper is about:1ã€Through the field investigation of railway transport enterprise, screening and identificating the main pollution sources and pollutants of railway industry.
