Study On The Total Amount Control Of Major Pollutants In Shenyang

Shenyang defined as traditional industrial base in northeastern, has a great improvement in environmental quality. Although,the work for environment protection has achieved large success with the rapid economic development in recent years, the environment still confronts tremendous pressure because illegitimate industrial structure, low-quality growth has not been changed substantially. Pollutants total amount control thought to be an effective management approach for controlling district environmental pollution could be an efficient method and measure to constrain environmental pollution and improve environmental quality essentially. Above all, it is an urgent and important to enhance pollutants total amount control during the current and next stage of pollution control.So in this paper, the total discharge amount of pollutants was evaluated during the period of twelfth five-year plans in Shenyang, then total quantity distribution plans of pollutants and guarantee measures were also established by systematic dynamic SD model with the help of survey and assessment on the total discharge amount of main pollutants from Shenyang, which provides technological support and guarantee for the assignment and management of total quantity indexes.Firstly, the contents, action and shortage of pollutants total amount control during the period of the eleventh five-year plans in Shenyang were summarized and analyzed. Secondly, social economic development and increasement in main pollutants during the period of the twelfth five-year plans in Shenyang, following systematic kinetic SD model was built, based on the investigation into the discharge of main pollutants from Shenyang, analysis of discharge characteristic of main pollutants and the relationship between the total discharge amounts and current status of environmental quality. Furthermore, the forecasting results of SD model, new increasment and potential of emission reduction were summarized and compared, according to the potential of emission reduction for main pollutants in Shenyang during the period of twelfth five-year plan. Finally, the total quantity distribution plans of pollutants were established and the measurement and suggestion on total quantity indexes of pollutants were put forward after considering some factors such as economic development, pollutants discharge, contribution rate and strength in different regions.This study has instructional meanings to elaborate total quantity distribution and balance mechnism of market total amounts, could discuss potential of pollutants emission reduction further. It is also a great boost for completing pollutants emission reduction assignment better during the period of twelfth five-year plans in Shenyang.
