Research On Cleaner Production Index System In Pharmaceutical Industry

The pharmaceutical industry is one of the12industries that the state environmentalprotection planning will focus on. Environmental protection department, the nationaldevelopment and Reform Commission and other seven ministries decided tonationwide carry out environmental protection special actions for treatments incompanies which illegally discharge sewage to protect people’s health in the secondhalf year of2013, will focus on three tasks including comprehensive investigation andremediation of environmental pollution problems of the pharmaceutical industries,will intensify the supervison and inspection of important regions, industries andenterprises.Through the establishment of the cleaner production index system, the degree andlevel of the companies’ implementation of cleaner production can be comprehensivelyevaluated, and the domestic and international position of the enterprise can be measu-red, and the corresponding measures of cleaner production and management instituti-on for business problems can be raised, to provide a theoretical basis for the sustaina-ble development of enterprises cleaner production. With the deep development of cle-aner production in China, it is very necessary to establish a scientific evaluation indexsystem of cleaner production.The chemical synthetic pharmaceutical industry enterprises are the research objectof this paper which establishes the cleaner production index system in chemical syn-thetic pharmaceutical industry, the main contents include:(1)Through the field researches and some references of the cleaner production ofthe companies of the chemical synthetic pharmaceutical industry, we have got someknowledge about company cleaner production level and problems. And according to "General preparation of cleaner production evaluation index system", the cleanerproduction index system was constructed, which contains resources and energyconsumption index, comprehensive utilization of resources index, pollutants index,production technology and equipment index, product features index, cleanerproduction management index. This index system includes6first-class index and26second-class index.(2)Through the research on compiling explanation of chemical synthetic pharmace- utical industrial water pollutant discharge standard,and the requirements from countri-es,inustries and regions for the index in the relevant policy, statistics, standards, pla-nning and other documents,and the chemical synthetic pharmaceutical industry enter-prises index,this paper determines three levels reference value of cleaner production index system in chemical synthetic pharmaceutical industry.(3)The weights of all indexes of cleaner production index system in chemicalsynthetic pharmaceutical industry is established by combining the analytic hierarchyprocess with Delphi, and calculate with yaahp software.(4)This paper evaluates the cleaner production level of three case enterprises byusing the established cleaner production index system in chemical syntheticpharmaceutical industry, the results showed that: the index system is preliminarilyproved feasible, and it will provide a reference for the chemical synthesispharmaceutical industry to carry out the examination and for the companies to taptheir own potential.
