At present, the circular economy is one of the effective development patterns to ease the contradiction between production and consumption, because it can lower the resource conservation and protect environment. Venous industry is an important part in circular economy industrial chain, and so, venous industrial park is the important carrier for the development of venous industry.In this paper, by contrastive analysis of the development of venous industry, the experience abroad and domestic deficiency are summed up. The material flow and energy flow analysis methods are used as evaluation methods for venous industrial park construction level. The basic concepts of the two analysis methods, theory frame, index system and guiding significance are presented. As an example, Suzhou Wuzhong Venous Industrial Park (WVIP) is introduced by means of material flow, energy flow and environmental benefits analysis:(1) As a mode of industrial, large-scale and standardized ecological industrial park, the venous industrial park has important significance for the harmonious development between economic society and natural environment and environmental protection.(2) The construction of venous industrial park should be based on the environmental security and the utilization ratio of the nature resources should be improved. Collection and safe disposal of waste are the core of environmental infrastructure construction.(3) There are a lot of insufficient still remains to be improved in the aspects of legal construction, policy support, integrated management, technology research and development and public participation.(4) The low level of material productivity and the high energy consumption per unit output value of Suzhou WVIP result from landfill and incineration of waste even though it has irreplaceable social and environmental benefits.(5) The recycling of industrial waste water effect is remarkable in WVIP, but the waste heat utilization rate is not high.Based on the above conclusions, it is suggested that an effective profit model should be set up besides the environmental security system; We should pay more attention to the demonstration education and communication function; The recycle projects of resource and waste heat should be introduced to WVIP to improve the level of material productivity and reduce energy consumption of the unit.
