With the development of urbanization and industrialization, and the enhancementof living standards in China, the amount of different types of solid waste, such asmunicipal solid waste, industrial solid waste, especially hazardous, and electronic wasteare getting larger. Therefore, dealing with the pollution of the solid waste by buildingtypes of centralized processing facilities become significant, and the park managementis accepted by more municipal administrators. However, the decentralized distributionof current waste disposing facilities and single function of current parks face thedifficulty such as site selection, pollution control, resources utilization and etc. It isnecessary to review the categories and developments of Venous Industrial Parks inChina, so as to guide their future development.The study analyses the conception of venous industry by literatures review,conference, field survey and consulting yearbooks. The study reviews the experience ofJapanese Venous Industrial Parks and the construction status and polices in China. Inaddition, the study summarize the contents, requirements and construction status of allkinds of policy-oriented Venous Industrial Parks, such as the Imported Waste ParkManagement, Venous Industry Based Eco-industrial Parks and Urban MineDemonstration Base, and the self-forming integrated Venous Industrial Parks, torecognize the problem of these parks construction, then proceed further study on theirdevelopment patterns. Four typical parks are selected as cases study in this study toraise effective policies suggestions.The conclusions of this study are below:1. The Venous Industrial Parks in China mainly exists the problems asambiguous constructing standards, unreasonable spatial arrangement, high riskin environmental safety, incomplete industrial chain, decentralized qualificationmanagement, and the deficiency of comprehensive plan for park development,etc.2. The construction of integrate Venous Industrial Parks which including thedisposing and recycling of domestic garbage, industrial solid and hazardouswaste, electronic waste is becoming an effective comprehensive solution to solidwaste management in the large and medium-sized cities. 3. The development mode of Venous Industrial Parks focus on the effectiveassembly of types of elements, including the park tasks, the park layout which isscattered or centralized, the park investor which is government, enterprise orgovern-enterprise, the operation pattern which is entrust management, enterprisemanagement or government administration, the park construction measureswhich including venous industrial chain supplement, cooperation with otherindustry, constructing pollution treatment facilities, technology research anddevelopment, establishing information system, constructing recycle network,standardizing management system and etc.4. The integrated Venous Industrial Parks are the effective assembly of modeelements. In the initial period of construction, the government should offer theland-use right, operation franchise and the fiscal supports to the park. Then thepark should be managed by specialized corporation. All above measures lead tomore intensive spatial distribution, more integrated industrial chain, betterpollution treatment effect and high effective utilization of the renewableresources.5. The case study indicates that new, reconstruction or expansion projectsof Venous Industrial Parks are all becoming integrated and have brought many positiveresults.
