China’s annual production of hundreds of tons of construction waste, the yield increasing. The traditional landfill or accumulation caused serious environment problems and causes the waste of resources, only the construction waste resource to solve this problem. China’s construction waste treatment industry development is slow, mainly because of the construction waste disposal infrastructure construction and operation need to invest a lot of money, and the government’s financial investment is obviously insufficient, greatly hindered the process of construction waste recycling industry. Through learning from foreign advanced experience in this regard, construction waste treatment industrialization project PFI is able to effectively solve this problem, this project has the characteristics of large scale, long cycle, complex risk, so risk management is a key problem in PFI project.This paper firstly analyzed in the construction waste treatment industrialization development, find out the slow obstacles to its development, and discusses the necessity of the application of PFI model in the risk management of the feasibility of construction waste treatment industrialization and. The design method of expert questionnaire to identify the risk factors of construction waste treatment industrialization project investment risk of PFI, according to the complex factors affecting the relationship between the application of interpretive structural model, analysis of the structure of the relationship between these factors, and then on the basis of risk identification risk index system of construction waste disposal industrialization of PFI project construction. Through membership function estimation and fuzzy comprehensive evaluation method to establish the index system of risk index weight based on ANP model, put forward the industrialization of PFI project investment risk evaluation model of construction waste treatment in china. Then put forward how to the result of risk assessment of risk on the project is effective measures to deal with. Finally through the empirical analysis to verify the feasibility of the risk assessment model.In this paper, through the construction of waste treatment industrialization of qualitative and quantitative analysis of PFI project risk, improve the accuracy and scientific of the risk evaluation of such projects, a reasonable understanding of the project investors and risk is of certain guiding significance.
