Institutional Arrangements Of The Sustainable Development Of China's Urban Ecosystem

The world's rapid economic development, the population explosion and the accelerating process of urbanization are having the significant influence and impact to the urban ecosystem, such as resources depletion, environmental pollution and ecological destruction. These problems have seriously threatened the lives of urban residents and the sustainable development of cities. Experts and scholars at home and abroad have made comprehensive study from different subjects and viewpoints. With the development of urban ecosystem theory, people started to research from the technical level to the institution level. Good institution can create advanced technique, and make management more assured. This factor becomes motive force of sustainable development.The research object of this thesis is urban ecosystem institutional arrangements. With reference to a number of related research achievements, this article get the conclusion that institutional failure caused unbalance of urban ecosystem in our country. Under the foundation of the new institutional economics, I put forward proposals of institutional innovation on urban ecosystem. And the main content is as follow:The first part is the introduction. Through arrangement on process of theoretical study, I determine institutional planning and institutional innovation are this article's orientation.The second part elaborates the basic theory of the sustainable development on urban ecosystem. Firstly, it analyses the structures, functions and characters of urban ecosystem, which is developing and functional integrated artificial system. Then, it studies the operation of the mechanism and the coordination of the subsystem through the introduction of the theory of sustainable development.The third part studies interactions of institutional planning and urban ecosystem in the framework of the new institutional economics. Firstly, I construct the theoretical system of new institutional economics with the research of logical starting point, basic scopes and subjects. Then, I studies interactions of institutional planning and urban ecosystem by building up a model of"ecosystem-institution-the person's behavior". Finally, I discuss the basic functions and contents of institutional planning in sustainable development fulfillment.The forth part introduces institutional practices on sustainable development of urban ecosystem in developed countries. Trough analyses on the advanced experience of informal and formal institution, I get frame of reference and ideas on the next related research.The fifth part gets the conclusion institutional failure caused unbalance of urban ecosystem in our country. Our country's urban ecosystem in the practices of sustainable development have many problems, which cause unbalance of urban ecosystem. And the institution is the most important factor of urban ecosystem. There are several aspects on institutional failure, such as economic system and social system incompatible with the ecological environment, absence of ecological ethics, and so on.Finally, the article proposes measures and advices of urban ecosystem sustainable development on the basis of above research. They include four parts: the ecological economic systems, the ecological legal system, the ecological administrative institutions and the ecological educative institutions.
