Research On Cultivation Approach Of Characteristic Towns Based On Institutional Thickness Theory:A Case Study Of Zhenhu Suxiu Towns

With the promotion of the characteristic towns,a nationwide upsurge of characteristic towns has been launched.However,from the problems exposed in the cultivation process of featured towns,the theoretical support is out of line with the development of reality,and it is urgent to strengthen theoretical research and practice innovation.At present,people pay more attention to land increment,investment quota,planning,support policy and so on,ignoring the cultivation of informal system density,actor network,thinking mode and governance structure,etc.The theory of institutional thickness considers that the latter is the root of regional competitiveness.Therefore,This paper based on the theory of system thickness,the characteristic town of Zhenhu Suxiu as an example.The problems and contradictions caused by neglecting the system thickness are analyzed in the cultivation path.Based on this,it has optimized the design of its cultivation path,hoping to promote the healthy development of Suxiu characteristic towns,and expand the theoretical support for the cultivation of characteristic towns in the future.In this paper,the theory of institutional thickness is redefined as the three elements of institutional density,actors network and governance structure on the basis of the original concept.The system density mainly refers to the formal system and the informal system.The actor network is analyzed from the four aspects of the actor's composition,the construction ability of the key actors,the weak connection and the behavioral rationality.The governance structure includes three aspects: the governance of the participants,the construction of the governance system and the rights distribution of the governance subject.The paper focuses on the evaluation of the cultivation path of Zhenhu Suxiu characteristic towns based on the institutional thickness theory,including the four aspects of Suzhou embroidery skills inheritance,innovation and entrepreneurship,brand promotion and improvement of industrial supporting services,and proposes corresponding optimization strategies around the cultivation path.Core conclusions: The system density of Zhenhu Suxiu characteristic towns should be promoted through the construction of a comprehensive and formal system,the cultivation of the informal system,the construction of the positive informal organization and the enhancement of the role of the Suzhou embroidery Association,etc.The actors network of Zhenhu Suxiu characteristic towns is optimized through the construction of the alliance of actors,the promotion of the autonomy of the town and lake government,the introduction of professional talents,the cultivation of many weak connections and the establishment of the public participation system,etc.The governance structure of Zhenhu Suxiu characteristic towns is innovated through the introduction of corporate governance entities,establishment of a governance committee system,improvement of governance systems around the cultivation path,rational allocation of rights and responsibilities for different actors,use of information technology,and establishment of a scientific assessment system,etc.
