At present, China's urban infrastructure is more advanced countries lagging behind, urban drainage network and the municipal sewage treatment plant does not adequately meet the needs of community's progress and solve the people's living standard by increasing the discharge problem. Sewage treatment technology has not been widely used, sewage treatment rate is low, large amount of untreated sewage flood into rivers, lakes, the sea, causing serious pollution. Therefore, to accelerate the construction of China's urban sewage treatment plants becomes an imminent task.This article introduces a feasibility study on development at home and abroad, summed up the feasibility study of the definition and classification of the relevant feasibility study at home and abroad theory, the significance of the feasibility study. Meanwhile, this article introducs the development and current situation of a sewage treatment plant both at home and abroad; in order to maintain Easten River Basin water source and the Ecological Corridor Landscape features ,to improve the investment environment in industrial areas, we must build a sewage treatment plant. In this paper, I had taken a deeply feasibility study of many aspects in building Dongbin sewage treatment plant. such as,regional overview of the project, the project's main features, water quality, location and the sewage treatment process, and efficiency evaluation and risk analysis,etc.Especially in the sewage treatment process for the selection has carried on the comparative analysis; and I adopts the quantitative analysis and the qualitative analysis to carried on the thorough analysis to the project finance economic evaluation. So thoroughly demonstrated full, the project research has drawn the strong implementation feasible conclusion.
