River Reservoir Water To Ecological Compensation Mechanism

The water resource is very important for the development of a city. The safety of water resource area absolutely determined the water security and economic development of the city. For a long time past, we dropped too much manpower, material and funds in China. But for Ecological compensation, practices did less than theory study.HeiHe Reservoir is the most important water resource of Xi'an City. In the past several years, HeiHe Reservoir made an ever lasting contribution for Xi'an. In this essay, we try to construct the ecological compensation of HeiHe reservoir. We used some measure such as statistic study and model calculation. In the final part, some thoughts and proposals are given to provide some scientific evidence for the resource area protection.In this paper, the will of people in water receiving area and the loss of people in The water resource area are the basic study. Then the accounting system of eco-compensation are given and conclusions are listed such as below:(1)After the basic situation of Heihe reservoir being familiar, the impact of Heihe reservoir construction on the socio-economic development is improved to exist. So building the eco-compensation mechanism in the resource area is very urgent;(2)The results show that the opportunity costs the residents in water resource area is about 39.99 million yuan per year, and the input costs of eco-environmental restoration is about 1.7 million yuan per year, the total is 41.69 million yuan. Besides, the compensation will is about 42.27 million yuan per year, the two are almost equal.(3)The results show that the compensation will from user is little more than the compensation demand for resource area residents. The annually pay is about 33 yuan, and it takes less impaction to the city people. So the results are definitely feasible for decision-makers to formulate relevant policies.(4)A rational eco-compensation mechanism can be built by completing management mechanism, strengthening supervision and public education work. The mechanism will better the eco-environment and improve the residents'lives in resource area, eventually stimulates the regional social and economic developing in harmony.
