General Secretary Xi pointed out that “lucid waters and lush mountains are invaluable assets”,“The central and local governments must implement the ecological compensation mechanism and take ecological compensation as an important measure to get rid of poverty.” Aiming at the problems such as the single compensation standard and incomplete compensation content that currently exist in cross-border ecological compensation.This study takes the Xin’an River Basin as an example,builds a dynamic measurement model based on opportunity cost,ecosystem service value,and replacement cost,and conducts research on cross-border ecological compensation standards.This study divides ecological compensation into three phases: trial,restoration and stabilization.The compensation period is 2012-2014,2015-2017,and 2018 to after.Upstream and downstream of the river basin in the pilot phase often have not yet determined the compensation standards and content,and the definition of compensation quotas is relatively vague.According to the contribution to the environmental protection of the river basin,the comprehensive weighting method should be used to evaluate the measurement factors first,and then the opportunity cost method should be used to calculate the direct investment in the upstream areas and the indirect losses caused by ecological governance;as the water quality has reached the pilot stage,To some extent,in order to further coordinate and compensate the interests of both parties,the ecological service value of the river basin was systematically evaluated by using the equivalent factor method and the water footprint method during the restoration phase by removing the ecological service value consumed by the total supply;the ecological environment quality of the river basin during the stabilization phase Has stabilized.First,determine the upper limit of ecological compensation based on the ecological surplus(deficit)calculated from the ecological footprint and ecological carrying capacity.Secondly,the water pollution index and replacement cost method are used to evaluate and calculate the main pollution factors to determine the lower limit of ecological compensation.The results show that the total ecological compensation in the pilot phase of Xin’an River Basin in 2012-2014 should be 8.057 billion yuan,and the total ecological compensation in the restoration phase in 2015-2017 should be 12.566 billion yuan.They are 6.416 billion yuan and 1.043 billion yuan(take 2017 data as an example).The actual amount of ecological compensation amounted to 3.6 billion yuan since the pilot of the Xin’an River Basin was much lower than the upstream investment and losses in environmental improvement.Therefore,for the sustainable development of ecological environment protection in the Xin’an River Basin,it is recommended that both sides of the basin establish dynamic,Long-term ecological compensation mechanism,increasing the amount of ecological compensation.
