Government Management, Public Health Crisis

Nowadays, both enterprise and government will inevitably encounter various forms of crisis when the world economy become integrated and information being shared through the web. China is undergoing the crucial moment of economic and social transition, which also witnesses the frequent out break of possible crises. The government should therefore adopt effective response to it.Public health is closely related with the government. Its attribute falls into that of the public property. Sponsored by the state finance, public health service should also be offered by the state government. The outbreak of SARS in China in late 2002 brought about severe crisis in public health. Weakness in government reaction towards it is exposed. Therefore a further study and exploration is needed on how to establish and strengthen public health crisis management system to fully display and reinforce the government competence.Problems in public health are analyzed from the most general ones to the most special. It is based on the research products of the crisis management theory. A comparison of the public health systems between America and Japan is made to analyze the existing problems in this aspect in our country. It is ultimately good to learn the advanced practices from the other countries and establish a basic structure of public health crisis management system in conformity with the Chinese characteristics. The basic structure of the public health crisis management system is composed of the following parts: early warning system, handling system, supporting system and reparation system.
