Study On Emergency Management Of Public Health Emergencies In X Town Of Yancheng City

In recent years,public health emergencies such as the novel coronavirus epidemic and influenza A have posed severe challenges to the government ’s emergency management.As an important research object in the field of public management in China,the township government has the dual role of leading subject and organizational power in the field of grassroots public crisis management.Therefore,this thesis takes the emergency management of public health emergencies in X town of Yancheng city as the research object,and takes the new coronavirus epidemic as an example.Through the interview method,it is found that the emergency plan of X town in Yancheng city is not scientific enough,the coordination and cooperation between the subjects participating in emergency management is not smooth enough,the administrative order tends to be serious in emergency management,the efficiency of emergency resource integration is not high,the emergency materials are scarce,the big data epidemic prevention has shortcomings,and the order of resumption of work and production lags behind.Using the 4R crisis theory to analyze the causes of the problems in the epidemic prevention and control of the X town government in Yancheng City.Reduction stage :do not have strong risk early warning and monitoring capabilities;preparation stage :lack of resources to ensure emergency management;response phase : lack of emergency management expertise;the recovery stage : the psychological assistance mechanism is not perfect.Based on the experience of domestic excellent townships in dealing with public health emergencies,combined with the actual situation of X Town in Yancheng City,from the perspective of public management theory,it is proposed to optimize the coordination and linkage of departments and improve the emergency management system;relying on the support of big data platform,enabling emergency management information construction;converge social multiple forces,improve the emergency management talent guarantee mechanism;build a professional talent team and enhance emergency management capacity building;strengthen the publicity of emergency knowledge and cultivate public awareness of emergency prevention;suggestions on optimizing the emergency management of public health emergencies in X town government of Yancheng city,such as establishing psychological assistance mechanism and improving the recovery ability of emergency management.
