Democratic Centralism In The Soviet Communist Party: Principle Or System

The democratic centralism which is the same like democracy,is an exotic. it is the organizing principle that Lenin put forward for the creation of a political party of the proletariat. The democratic centralism is established on the basis of democracy and centralism, which is focused to the condition to democracy. And its essence is a kind of centralism.Democratic centralism was a centralism, which was founded on the basis of democracy. During the late 18 th century, the double oppression of Tsar autocratic government and bourgeois, determined the dual mission of the Russian revolution: the overthrow of the Czar and Bourgeois. During this period, the masses of workers struggled with enthusiasm, but the revolutionary organization slack, lack of unified leadership of the workers’ movement. The contradiction between the ardous tasks of the revolution and dispersion of the revolutionary ranks in the compelled Lenin to build a unified powerful party. So the centralism was the inevitable choice of early social democratic party. But after 1905, the democratic centralism was pushed to the Critical Junctures by the interaction of factors such as democratic consciousness of Lenin himself, the transformation of Russian political ecology, critique of Luxemburget, the need to unify the Social Democratic Labour Party--The pure and highly centralized centralization transformed to a centralization based on democracy. Democratic centralism was finally formed.Democratic centralism was proposed as the organizing principle in the early times. However, in order to carry out this principle, a series of system was formed. The institutionalization of democratic centralism began. The principle was the core of the system and the system was the spread of principle. However, during the Lenin Era, the system level of democratic centralism was not highly enough. That was also the hidden danger of the alienation of democratic centralism of the post Lenin period. Democratic centralism in Stalin Era and Gorbachev Era was an alienation of Lenin’s democratic centralism. Alienation of democratic centralism is the consequence and the performance of institutionalization of democratic centralism, the degree of which is not so high.Since the Eighteen National Congress of Communist Party. Our party made a strategic deployment of national governance modernization. Democratic centralism as the core of our system of our Party and state, the institutionalization of democratic centralism is the key to the modernization of state governance. Only by promoting the institutionalization of democratic centralism, based on the understanding of the connotation of democratic centralism, can we can really give play to the superiority of democratic centralism.
