A Study On The Current Situation And Countermeasures Of The Disabled Persons' Allowance System In Shaanxi Province

Because of the ability to engage in normal activities is lost in the whole or in part, compared with normal ones, people with disabilities have the physical function and social ability barrier, resulting in the overall weakness of the disabled people in society. Our government attaches great importance to the development of the cause of the disabled, cause issues a series of preferential policies and measures, and has made great progress. However, compared with the developed countries, China’s disabled social security has not formed a complete system, we have a lower level of protection, and a single measure, especially with the development of the country, the life difficult, need to care for the poor disabled, if we lost management on the poor disabled who lead a difficult life, their family income and social average income gap will further increase, and their survival circumstance is worrying.In the paper, the needs theory of Maslow, Rawls’s theory of justice, welfare pluralism theory, Knox’s theory of the vicious circle of poverty are theoretically analyzed, and the related data of the second generation of disability witness management system, Shaanxi Province the situation of persons with disabilities and well-off process monitoring are analyzed on the current situation. Combined with the analysis of the law on protection of rights and interests of the disabled and the Central Committee’s documents policy, in order to provide basis for Shaanxi Province disabled allowance system. Through straightening the problems and reasons in the implementation of Shaanxi Province disabled allowance system, and making use of the implementation experience of disability allowance system from outside the province and abroad, to put forward policy proposals on completing the Shaanxi Province disabled persons allowance system (impoverished disabled living allowance and nursing care for the severely disabled subsidies), and to put forward on establishing and improving the laws and regulations, multi-channel to raise funds to develop effective implementation of standards, strengthen propaganda and unified the performer’s ideas and form a pattern of the shared responsibility of the country, society, family, and provides a reference scheme on putting forward a new evaluation scheme of the policy to better improve disability pension system. With the aim that filling in the system of the disabled allowance system, to maximize the effectiveness of the system for people with disabilities, through the study to better improve the system of disabled people in Shaanxi Province.
