The Study On The Relief Effect Of Rural Minimum Living Security System In Gansu Province

As an important part of social assistance,the rural minimum living security system plays a major role in ensuring the basic living of the rural poor.Today,the rural minimum living security system in Gansu Province has been established in the province for more than ten years since its establishment in 2006.Practice has proved that it has played a huge role in ensuring the basic living of the poor,maintaining social equity and stability,and promoting stable economic development.At present,in the decisive stage of the country's poverty alleviation,it is particularly important to fully understand the implementation of the rural minimum living security policies in various regions of the country.To this end,the author assessed the implementation of the rural minimum living security system in Gansu Province.First of all,this paper uses the indicators commonly used in the academic research of low-income guarantees,namely,the minimum coverage rate,the differential subsidy rate,the financial input rate,the rescue strength coefficient,and the living assistance factor,combined with the rural lows in Gansu Province during the 12-year period from 2006 to 2017.Data protection,analysis of the overall situation of the implementation of the rural minimum living security policy in the province.At the same time,this paper has constructed two models,namely,the rural minimum living security “rescue strength coefficient and life assistance coefficient” model and the “rescue strength coefficient and the clothing,shelter and living aid coefficient” model,combined with the three cities of Gansu Province during the three years from 2015 to 2017.Rural low-income data,an overall assessment of the implementation of rural low-income policies in various cities and states.Studies have shown that from the overall perspective,the rural subsistence allowance system in Gansu Province has achieved good results,and it has played a huge role in ensuring the basic living conditions of the rural poor.At the same time,the system also has many problems,such as low level of subsistence allowances,heavy government expenditures,large gaps between urban and rural areas,and a single type of subsistence protection.Between this,this paper puts forward some related countermeasures on the above problems,such as expanding the channels for financing low-income,increasing the special management of low-income,optimizing the grassroots work team,and establishing the responsibility system for the two committees of the low-income villages.This paper hopes that through the above countermeasures,the province's rural minimum living security system can be further improved to achieve sustainable development,thereby ensuring more poor people.
