Accompanied with the progress of construction of socialist modernization in our socialist country, the economy system reform of state-owned enterprise has developed in depth more and more. At the same time, it has become an essay of great importance concerning the development of state-owned enterprise and of the whole national economy that how to give full play to the effects of human resources which is the most active and initiative factor of all the production factors. The article begins with defining the development and management of human resources in state-owned enterprise, on the basis of analyzing the status quo, problems, and reasons of the exploitation and management of human resources in state-owned enterprise in China, tries to seek reasonal ways and means to cope with the challenge of economy globalization and entering WTO, to fit for the demand of socialist market, to quicken the exploitation and the management of human resources in state-owned enterprise under socialist economy.The article can be divided into three parts:I. defines scientifically the meaning of the development and management of human resources in state-owned enterprise and elaborates the important significance of the development and management of human resources in state-owned enterprise.II. analyzes emphatically the status quo and the problems exists at present of the exploitation and management of human resources in state-owned enterprise, and also analyzes the course of the problems.III. puts forward the reasonable ways and means to solve these problems in the recent future on the basis of clarifying the goal of the exploitation and management of human resources.The article applies example analysis, comparison analysis, and scientific abstraction in analyzing and researching the exploitation and management of human resources in state-owned enterprise. It gives important theoretical and actual direction to solve the practical problems of the development and management of human resources in state-owned enterprise that we encountered in economy system reform and the construction of socialist modernization.
