"Success by strategy" is becoming a striking character of modern business organization competition. The strategy of human resources management in enterprise is becoming an important part of business management strategy. The management strategy of business organization must connect tightly with the systematic policies of the manual labor resources. Consequently, human resources management strategy is very important for the South-Xinjiang railway administrating department. According to the theory of human resources management and the analysis of the internal and external environments of South-Xinjiang railway administrating department, this thesis estimates the demands for manual labor resources by substantial evidence research method and raises the strategy of manual labor management about this department in the coming five years. In strategy scheme, this thesis raises that we must place the "ten-hundred-thousand" project of developing the high-level talents and the structure project of reforming the policy in an important position; points out that we can not ignore the construction management of business culture, relation effect and equity system; and then makes an arrangement for the implementation of strategy scheme. In the end, this thesis studies how to implement human resources management, and improves some suggestions about business culture and knowledge management.
