To see the major theory method and practice about strategic performance management all over the word, Performance management has become the strategic action for corporate to train the competitive advantage and to gain the central competitive power .But there are many questions in corporation .especially in state-corporation while they put the performance management in action. These questions seriously limit the promotion of the corporate manage level and weaken the executive competence of the corporate strategy.
