Transition Of China's Public Crisis Management

During the transition period of the China ,the various public crises occur frequently. The growth of disaster risk, not only cause huge losses to people's lives and property, environmental resources and economic and social security, but also damage the normal social order and social stability. How to effectively deal with these crises is a pressing practical problem to the transition period of China. The intricacy of the transition period of society and the complexity of the transition period of China's public crisis magnify the difficulties of single government to the crisis management; Single government has its own problems, also, because of a lack of community involvement which has brought a lot of problems. Therefore, in order to better carry out China's transition period public crisis management, it need to achieve the change of a single Government to government-led multi-governance. Make sure their roles in public crisis management, and nurture government-led multiple governance bodies.This article has five parts. The first part indicates the textual research meaning ,and introduces the current researches and the adopted approaches about public crisis management at home and abroad; The second part mainly discusses the related concepts "crisis", "public crisis management" and "public governance", then gives my own definition of the public crisis management; The third part indicates the problems of single government to manage public crisis from the angles of "the government oneself existent problems" and "problems brought by lack of society to participate in". Then analyses the causes from two angles :one is the complexity of the transitional society, and the other is the complexity of the public crisis of the transition period of China; The fourth part demonstrates the necessity and the possibility of government-led function in transition period of public crisis management. And the necessity and the possibility of non-governmental organizations, profit-making organizations and people to participate in transition period of public crisis management; The fifth part depicts the dominant function of governments, the supporting function of non-governmental organizations, the implemental function of profit-making organizations and the assistant function of people in transition period of public crisis management., and puts forward the paths of developing these functions.
