Since the 20th century, along with globalization, information technology, political democratization and regional integration trend,Governance of public issues facing a complex social environment than before. The government of regional public issues has made some achievements and towards to the better development direction. However, there are many difficulties in regional cooperation in practice. Such as the mindset of both historic and tradition, the institutional obstacles in regional cooperation, they increase the cost of regional public cooperative government,and it is difficult to fully achieve the effective implementation of regional cooperation. Regional governance of public issues uder the traditional "executive power" seems to be progressive. The Regional public issues become unbounded and pervasive,just shows a trend of network.Then, regional government faced the big opportunities and challenges. Therefore, " the Chinese regional cooperative governance model of public problems under the vision of network government," is to be bring up.This paper find the difficulties between traditional hierarchical and network management, Proposed the real demand and difficulties in practice during the process of the regional network governance,in order to find the logic relationship between networkt governance and regional public cooperation. Especially,this paper attempts to set up a regional public cooperation framework on the base of principles, basic elements, design principles and operating mechanism,to make the regional cooperation effective. In the end,this paper take the Pollution in Taihu Lake Basin as an example and find the problem, Finally provide the reference path from these points as followed, values, organization and innovation cooperation, policy and system, accountability mechanisms.
