Management System And Operational Mechanism Of The Social Transformation Of The Games

The Chinese National Games was started in the 1950s, and has ever since been profoundly influenced by the planned economic system. With the consisting reform and development of the social economy, lots of fresh problem have emerged both in managements system and in implementation during the process, in which the Chinese National Games from planned economic system to social market economic system, and the way of economic growth altered from the scale-central way to the productive-central one. The main findings of this study are as follows:1. During the period of society transition , the National Sports Meet can be divided into three phases: the germination phase of the market-orieted economy, the initial phase of the National Sports Meet the rapid development of the National Sports Meet. In the germination phase of the market-orieted economy , quite a small of momerial medals for the sports meet badge ; in the initial phase of the National Sports Meet, we start to try to introduce the operation mechanism of business , depend on the the social power to hold the National Sports Meet, and the stadium is managed by business instead of administation ; in the rapid development of the National Sports Meet, there are entrepreneurs starting the large scale business operation.2. There is no fixed mode for the organisiam institution of the competition in every National Sports Meet .The model of the National Sports Meet is related with the scale , the stadard ,the degree of complication, the historical tradition and the demand of the sponsors of the competition . The alteration of the oranisition institution reflects the dem and of the economic opertion.3. The alteration of items' setup in the National Sports Meet prompts the development of the athletics in China ; the alteration of the rewarding and scoring methods is obviously effective ; the means of organising teams is relatively fixed ; the way of bidding to hold it trends to be stadardized and regulated .4. The management system and operation mechamism for the National Sports Meet in the society transition has the following problems: the organisation format is too centralized ; the items' setup is unreasonable ; the management pattern is in control of the government; the degree of the industrialization is too low ; the regulation , laws and rules are not enough ; the construction strength for the fair competition mechanism is enough ; the degree of competition socialization is low; the mechanism of motivity lacks vigor; the format of the stimulation is too simplex.5. The corresponding strategies of the management system in the society transition include : consummating the regulation and rules ; swifting the government function to furtherly prompts the whole society's socialization and industrialization ; constructing concise , efficient and brief organization system ; combining the law with morality to form a fair competitive environment; altering the scoring method in the National Sports Meet.6. The corresponding strategies of the operation mechanism in the society transition include : establishing justice , fair and public competition mechanism ; exploring efficient, advanced type of motivity mechanism ; setting up a new stimulating mechanism with distinguishable arrangement and reasonable construction ; founding scientific and modern safeguard mechanism for the National Sports Meet; designing new type of unity mechanism for the National Sports Meet; establishing systematic and scientific control mechanism ; constructing supervisation mechanism with explicit functions and strengthful enforcement.
