In the modern society, the concept of risk has become accepted in the social environment because of the turbulence of the environment, development of science and technology, and the uncertainty brought about. The increasing complexity of dynamic public crisis event is difficult to deal with by any single government department or institution. Such fear results in that the government is increasingly linked, emphasis is increased on communication, coordination and integration among various departments of the government, in order to avoid the conflict between the policy objectives, and ultimately affect the administrative efficiency and efficiency.In recent years, With the deepening of reform and opening up, the local government’s independent power continues to expand. The area is getting closer and closer. The relationship between the government is becoming more and more complex, and so is the relationship between government and market in China. Therefore, there is a serious problem of administrative fragmentation in the horizontal relations among local governments: Departmentism, act of one’s own free will right above the law, etc., These problems severely weaken the administrative ability of the government, reduce the credibility of the government, and is not conducive to the overall effectiveness of the government. Only through the re integration of local government departments, maximizing the effectiveness of local government departments, can it provide real public service to the people. Therefore, to rationalize and develop the horizontal relationship between the regional government, and promote the healthy development of the local government relations in China has important theoretical and practical significance.This article, based on research upon Yunnan Ordinary national and provincial trunk highway safety management practice by on the provincial highway and traffic, road, safety supervision and other departments, according to the coordination and integration of core of holistic governance theory, for the Yunnan Ordinary national and provincial trunk highway safety management innovation, provides theoretical basis and practical paths. This paper intends to use the holistic governance theory as the main theory tool, research is conducted on the enduring "fragmented" management mode of the province’s national and provincial trunk highway safety management. For the realization of the system and its institutional management, it also has certain guiding significance.
