High-speed railway construction is for the need of modern economic development, rapid economic development requires human resources, goods flow faster in the regions to meet the needs of society. High-speed railway has faster speed, tremendous ability of transportion than normal railway.It brings tremendous social and economic benefits, promotes the material, information exchange faster in the area along the railway, promotes local economic development, promots urbanization, improves the quality of life of residents, and it pads for a solid foundation for China's economic take-off. But with the social and economic development, it also brings a certain pressure to the natural environment. At present, it is still relatively small about the comprehensive study on the three aspects of the social, economic and natural environment impact that high-speed railway construction project bring in.Based on the theoretical study on environmental impact of high-speed railway secondary meaning, characteristics and the characteristics of the secondary environmental impact assessment, seting up a set of evaluation index system of secondary environmental impacts for high-speed railway. The index system is refined to the form of a tree, the systematic index system. Indicator system is divided into three subsystems-the secondary social environment, secondary economic environment, secondary natural environment. Refinement of each subsystem and indicators for several layers, each layer can be composed of several elements of indicators.Through comparing the commonly used methods in systematic review, and according to the characteristics of the indicator system, the authors used FAHP to evaluate secondary environmental impact of high-speed railway, and set up a fuzzy hierarchy evaluation model. In this model, it obtain weight of each index by AHP yaahp0.5.2, then built the membership function of the indicators on the bottom to get the degree of membership, and finally using a linear weighted sum method to calculate the value of comprehensive evaluation to evaluate. Depending on the date of The Beijing-Shanghai High SpeedRailway (XuZhou to Shanghai), conducted a secondary environmental impact assessment, evaluation results show that secondary environmental impact is" the general influence " of Beijing-Shanghai high speed railway (the section of XuZhou to Shanghai), which is coincide with the actual qualitative assessment.
