With the realization of "four vertical,four horizontal" and "eight vertical and eight horizontal" in China’s high-speed railway network,it is imperative to develop high-speed railway freight transport in order to give full play to the "high-speed railway network" and"ordinary railway network".This paper is one of the research topic of the national special subject "Development of freight multiple units with speeds over 250 kilometers per hour" in 2017.It is a useful exploration for the safety of high-speed railway freight transport by studying the safety factors,the construction and application of evaluation index system in the process of high-speed railway freight transport.The main contents of this paper are as follows:Firstly,the domestic and foreign literature on high-speed railway transportation and freight transport safety is studied and analyzed.On the basis of relevant laws and general railway freight transport safety theory,combined with the analysis of high-speed railway universal safety theory and freight transport process,five safety factors are finally analyzed.Secondly,according to the actual investigation and the questionnaire results of freight center,Tangshan Locomotive and Rolling Stock Co.,Ltd.and University experts,the safety index system of high-speed railway freight transportation is screened and constructed.On this basis,the evaluation method and questionnaire design are carried out.Then a fuzzy comprehensive evaluation model based on the index system is established.The weights of index are calculated by using the scores of experts from Nanguanling freight station and Dalian Jiaotong University.On this basis,in order to verify the results of the FAHP,experts from Tangshan Locomotive and Rolling Stock Co.,Ltd.and University were invited to grade the questionnaire composed of the same index system,and the results was verified by BP neural network model.Finally,the weight and score are determined objectively and effectively.The final,five factors rank from high to low:management factors,equipment factors,human factors,operation status factors and environmental factors.The comprehensive score shows that the current freight safety work can support high-speed railway freight transport.In the future,we should strengthen the construction of management rules to ensure the equipment operation,improve the emergency plan for heavy storms and rains,strengthen the monitoring of the speed and the warehouses,and regularly overhaul platforms and protective equipment.The concept of people-oriented safety management will be implemented throughout,so as to ensure the safe operation of high-speed railway freight transport.
