The Study On Coordination Mechanism Of Regional Marine Environment Management In China

In recent years, the concept of ecosystem-based management of marine environment is accepted and advocated by coastal countries. Under the guidance of this concept, regional marine environment management is naturally more and more concerned. Although sea water is flowing and the marine environment should be viewed as a whole, the management of the marine environment must ultimately be implemented in the region, which makes regional marine environment management more significant. However, to achieve regional marine environmental management, we must rely on the joint action of the management body. In China, the bodies of regional marine environmental management involve government, business and society. Because of the different demands of their own interests, relationships inside the government, between the government and enterprises, between government and society, are not harmonious with each other, making it difficult to generate force, which has a serious impact on the effect of marine environment management. Therefore, to handle the relationship between the management body, and build a good regional marine environmental management coordination mechanism is urgent for protecting our marine environment and preserving the marine ecology. Based on holistic management theory, this paper analyzes the current situation of regional marine environment management, the lack of coordination problems and their causes, learn from the experience of the United States and Australia, and put forward ideas of building the coordination mechanism for regional marine environmental management in China.This article is divided into four main parts.The first part is the definition of the concept and the elaboration of main theoretical basis. Regional marine environmental management coordination mechanism includes coordinating bodies, contracts, organizations, operation mode and motivational tools. Through the elaboration of holistic governance theory, the paper puts forward its applicability of this study.The second part analyzes the status of regional marine environmental management and the problems of incongruity. This part analyzes the current management situation from policies and the subjects. Then the problem of disharmony in regional marine environment management is summarized from three aspects as follows, between the government, between government and business, between government and society. The problems within the government are reflected as the incongruity between regional bodies related to the sea and local governments, between local governments within the region, between the departments related to the sea, between marine environmental protection departments and local governments.The third part introduces regional marine environmental management practices of U.S. that is the model of international ocean management, and Australia which has outstanding achievements in regional marine management. And reference experiences of construction of regional marine environmental management coordination mechanisms are provided.The fourth part learns from the advanced experience of international regional marine environmental management, regional environmental governance and the regional management in China, and discusses the construction of the coordination mechanism of regional marine environmental management from developing contracts of constraining the main, instituting a sound organizational structure, improving the operating model and motivational tools, which are based on the situation of the regional marine environmental management and the disharmony problem in our country.
