Public Hospitals, Public Welfare Evaluation System Research

Objective:To determine the public hospital commonweal evaluation index, proposed accord with Chinese medicine health system reform goal and operability public hospital commonweal evaluation index system. Provide the scientific basis from two aspects of theory and practice for government in making public hospital reform policy to correctly guide our country public hospital reform and development.Methods:Using literature analysis method to establish alternative index library, after two rounds expert consultation establish evaluation index system and using the subjective weighting method with proportional distribution method to establish the weight of each index. To analyse the indicator system's scientific and reliability with the measured results of reliability, index system of maneuverability, index weight of stability and experts actively coefficient, experts degree and experts coordinate coefficient.Results:After two rounds of expert consultation we established including 10 one class index and 27 secondary indexes of public hospital commonweal evaluation index system, and establish the weight of each index. Two rounds of expert advice of experts actively coefficients were 96% and 100%. The expert's degree was 0.8283. In the first round expert consultation, the expert's coordinate coefficient of one class indexes and secondary indexes were 0.697 (=160.335, P<0.001) and 0.638χ2=410.751, P<0.001). In the second round expert consultation, the expert's coordinate coefficient of one class indexes and secondary indexes were 0.353 (χ2=77.720, P<0.001) and0.306χ2=181.562, P<0.001). Based on the measured, the index system for the overall krone Bach coefficient was 0.905, and through the measured inspection the public hospital commonweal evaluation index system has good maneuverability and stability.Conclusion:After the two rounds consultation of 25 experts and the five public hospitals measured, construct and primarily validated the commonweal evaluation index system of public hospitals'. The evaluation index system constructed in this research was relatively perfect, scientific and objective to provide the scientific basis for public hospitals' commonweal evaluation.
