According to statistics, in China each year due to natural disasters, accidents,disasters, public health events and social security incident, it has caused thenon-normal deaths over20million people, the disabled more than200million people,more than600billion yuan of economic losses.Geographic information system (GIS) science and its related technologies, itsvisual expression of the ability to display and powerful analysis and management ofspatial data is of concern to emergency management agencies at all levels of the linesof spatial information. GIS has become increasingly widely applied to the dailybusiness of government information, including all areas of life such as land, water,mapping, environmental protection and national economy. According to statistics,over600organic cities, nearly one-third of the city have been or are to establishvarious types of GIS applications. Use of GIS technology to address the informationgenerated by the entire planets natural and social activities, which is a big trend, andemergency management departments and between different government departmentsto maximize the sharing of resources, will become the new direction of developmentof emergency management.This paper described the RIA technologies, and analyzed the main featuresrelative to the traditional Web applications, the technical factors which produce thesefeatures and the strengths and weaknesses of these technologies, alsodescribed,compared and analyzed based on Ajax framework and container-basedframework for RIA technology,on the basis of these technologies, focusing on theFlex framework and the ArcGIS API for Flex technology. On this basis, analysis ofthe role of GIS in emergency command and management in the assessment ofplanning, prevention, preparedness, rapid response, disaster relief, recovery andreconstruction of five stages. Designing of the overall framework of Luoyang Cityemergency command platform, the network structure and database structure,development Luoyang City emergency command platform for the various functional modules, including the base map and the image of the display, and map the basicoperation, dynamic layers, display control, the properties of the surface featuresinformation and spatial query, trend plotting, buffer analysis, emergency eventsstatistics, rescue path analysis, and decision support and other major features.
