In order to ensure the safe navigation of the ship, to improve the efficiency of traffic organization, to protect the aquatic environment effectively, VTS building is paid more and more attention. Current and future period, the VTS management standardization and technological information leading maritime regulatory modernization, will become the urgent task of maritime scientific development and sustainable development. Recent years, China has made great achievements of VTS, however, because its utilization of information integration is not high, the vessel traffic situation analysis and traffic hazard prediction remain deficient, marine accidents still continue to occur.In this paper, these defects are analyzed, and it proposes a concept of building a VTS system based on GIS, to achieve the effective integration of data and provide support of intelligent analysis, decision-making and early warning by using GIS. This study is based on the existing VTS, GIS technology is applied to the information integrated management of the system, to achieve the integrated management and application of the VTS information in the GIS management platform, and become an support of analyzing the traffic situation intelligently, forecasting the navigational hazards intelligently, and making decisions of traffic organization intelligently.This paper mainly analyses and designs the VTS system based on GIS, and implements partial functions. Specific work and conclusions are as follows:1) Analyses the shortcomings of the existing VTS, accordingly puts forword the solutions, and obtains that geographical information technology can compensate for these flaws after analyzing. It carrys on a thorough study of GIS, and draws lessons from the successful application of GIS in the intelligent transportation system, verifys the feasibility of this topic.2) System function analysis and the overall structure design, constructs the framework of the VTS intelligent comprehensive information platform. And the intelligent functions of the VTS system based on GIS are specifically addressed.3) Does in-depth research and analysis of the key technology of the system——information organization, design and implement of spatial database, import and export the chart data.4) Establish the verification platform, with the aid of GIS, realizes displaying, zooming, roaming, editing the chart, and also realizes quering and modifing the basic attribute of the chart.
