Resarch On The Comprehensive Evaluation And Management Of The System Of Resources, Environment And Economic Of Shanxi Province

Resources, environment and economy have close relationship with our production and life, they are influence and development each other.The consumption of resource and the pollution of environmental, the shortage of resource restricts the development of economic, the pollution of environmental may caused great economic losses. Shaanxi province is rich in resources, but its economy is not very developed. Therefore, to research the Shanxi province resources-environment-economy composite system of comprehensive development is the urgent problem.This paper summarizes the researches about the coordinated development of composite system, Shaanxi province was selected as the research object, and design of the composite system diagnosis and evaluation index system for Shaanxi Province. According to the principle of qualitative and quantitative, static and dynamic, positive and negative., collection of the2010National29provinces and Shaanxi province from2006to2010the development of composite system status. In this paper, from the angle of combining theory with practice, to make full use of existing early scientific research achievement and relevant information, in the further research on the basis of comprehensive analysis;Comprehensive analysis of overall situation,main characteristics, outstanding problem and restricting factors about resources-environment-economy of Shaanxi province. Summary and draw lessons from domestic and international successful experience and related major the basic theory of science of Shanxi; construction of composite system include resources environment and economy system, establish the composite system conceptual model and coordination model; We have researched the overall train of thought,strategic objectives, strategic focus,mode of operation and management mode about composite system include resources environment and economy system for Shanxi province. Those researches have clearly theory、integrated、typically and operable. The study will formulate development strategies and policies, have a theoretical guidance and practical significance in some sense.
