Unemployment is the development of capitalist society to a certain stage willinevitably produce a social phenomenon, the root causes of the contradiction of the basiccontradictions of the capitalist system-the socialization of production and privateownership of means of production. After the Meiji Restoration, Japan vigorously thedevelopment of capitalist economy, after two foreign wars, the Industrial Revolution,among the world’s capitalist powers. The late19th century to early20th century as a resultof the war economy, the capitalist economy has made rapid development. But toodependent on external markets and resources of the Japanese economy after the war was ablow to the economic recovery of Europe and the United States, Japan’s foreign tradevolume to shrink, and in the1920s, due to the basic contradictions of the capitalist systemand external reasons, Japan began a series of economic crisis. The crisis has led to a largenumber of enterprises to reduce the scale of production or even bankruptcy, and thus alarge number of unemployed persons, the Japanese society, there have been seriousunemployment.The Japanese government to face the first time since the Meijirshin, a large number ofstaff lost their jobs to the social conditions of living on the streets, in order to maintainsocial stability, starting to focus on how to solve the unemployment problem.
