The realization of the employment of persons with disabilities is not only the income of persons with disabilities, and an important means to escape poverty, but also their participation in and effective way to integrate into the community. A social status of the employment of disabled persons is an important indicator to measure the social civilization and level of development. Efforts in recent years, Shaanxi Province implement a large number of people with disabilities employment policy documents; also developed a number of Disability Employment Policy. In2009, Shaanxi Province began to construction of Disabled Social Security system and service system test area, the security of employment of persons with disabilities is an important task of the system. Employment Policy for Persons with Disabilities have an important impact to Disabled employment security. In this regard, the Shaanxi Province of Disability Employment Policy Assessment plays an important role for the policy optimization. It has great significance to promote the disabled persons of Shaanxi Province in the "12th Five-Year" period.This study is mainly based on" equality, participation and sharing " of the new concept of the disabled employment policy for the handicapped, with Shaanxi Province as the research object, adopt the combination of empirical and normative research method, focusing on the employment of persons with disabilities related laws, regulations and policy documents to be multi-angle policy analysis.First of all, through the analysis of statistical data and depth interviews, and grasp the overall situation at this stage Shaanxi Province employment of disabled persons; combing of the Employment Policy for Persons with Disabilities in Shaanxi Province and policy tools classification.Secondly, from a policy viewpoint of system theory and constructivist assessment ideas, forming a combination of the Employment Policy for Persons with Disabilities "fact-value" assessment framework.In third, combined with the value of truth-policy evaluation framework, evaluate the Disability Employment Policy in Shaanxi Province.The Result:Disability Employment Policy in Shaanxi Province is in the extended significantly to the welfare of disabled persons. The results from a value perspective: Disability Employment Policy in Shaanxi Province is in extended disability benefits, social integration was enhanced as well as efforts to maintain the right to social security characteristics. From the fact that perspective, the policy tools of the employment of persons with disabilities, there are policy failures and other problems.Finally, this article from the development of social policy perspective put forward Shaanxi province disabled person employment policy optimization. Such as from economic aid to the work welfare, from urban and rural division to equal opportunity employment right, from weak to increase energy and from single assist to multiple support.
