However, in the process of new rural community construction parts due to some reasons that the low standard of compensation, profit and loss compensation program is not standard, the system is not sound, the interests of farmers has not been gotten reasonable compensation which leads to the new rural community construction is slow and even trigger social contradictions and conflict. Profits and losses of the interests of farmers to develop the new rural community construction in investigation, and on the basis of the theory of profit and loss compensation of public policy, the discussion of living together in the process of new rural community construction of profit and loss and reasonable compensation problems, for policy to improve and protect the interests of farmers is particularly prominent and necessary.In this paper, in order to protect the interests of farmers as a starting point, with profit and loss compensation theory as the instruction, from the practice of exploring present new rural community construction, at first, grasp the characteristics of the new rural community construction at present stage on the whole, combine the investigation and research of Wu-yi county in Hebei province, the current profit and loss compensation in the process of new rural community construction problems presented by "three low", namely, low compensation standard, low transparency of policies, the farmers’ degree of satisfaction low, further analyses the causes of the problem lies mainly in the weakness of the farmers and the guidance for the interests of government and the imperfect profit and loss compensation mechanism and system of law. In practical experience at home and abroad for reference, the specification is proposed on the basis of the new rural community construction of farmers’ profit and loss compensation from sounding system of laws, to set up the compensation standard determination mechanism, perfect the policies and procedures, to achieve short-term balance of profit and loss compensation policy and safeguard farmer’s interests on long-term gain, so as to improve the public benefits of new rural community construction policy on the whole...
