Research On The Regional Social Assistance Policy Of Shenyang

Poverty has many negative effects for both the poor themselves and the wholesociety. As an indispensable policy to eliminate poverty, social assistance occupies animportant position in every country’s social security system. Review the mode ofChinese traditional social assistance policy, to a great extent, it is an afterwardscompensation mechanism, mainly to provide necessary but low level material relieffor the poor, so as to eliminate social chaos and instability that poverty may lead to.The policy starting point often only focus on guaranteeing the poor survival, lackingof the idea that taking this opportunity to improve and enhance the poor’s social rightsand then promoting personal development.As the capital city of the old industrial province Liaoning, Shenyang witnessed thetransition and experienced each stage of the evolvement of policy in the60years ofNew China, which not only embodied the achievement and actual effect, but alsoreflected the problems and shortages of policy. Therefore, Shenyang becomes ameaningful starting point in the study of Chinese social assistance policy, also thespecially selected sample of this paper.Firstly, combining with correlation theory of the causes and de-escalation modesof poverty, the paper established the angle for theory analyzing, and then teased theprocess of the evolvement of policy. Secondly, the paper analyzed the current socialassistance of Shenyang and extracted the main characteristics of policy development.Thirdly, the paper discussed the composition and characteristics of poor population inurban and rural of Shenyang, based on this, stressed the realistic difficulties andproblems of policy. Finally, the paper put forward the choices to establish urban andrural integrated system of social assistance in view of referenced difficulties andproblems of policy.Over the course of the study, the paper specially discussed the two levels of poorpopulation in Shenyang, namely that the people under Subsistence Allowances andthe marginal groups, analyzed the salvage characteristics of the poor elderly, thedisabled, and the unemployed. Further more, the paper summarized four problems ofsocial assistance policy in Shenyang, including that the plight of policyimplementation, the disorder of management, the imbalance of welfare policy and theanomie of special aid. Therefore, problem solving needs to strengthen the policyimplementation effect constantly, standardize system management system, follow upmatched welfare construction and broaden the special salvage function in the courseof promoting the balancing of urban and rural social assistance system in Shenyang.
