| Environmental risk management theory has greatly promoted the development of environmental protection strategy, environmental risk management can prediction and management before the onset of the accident risk. Thus it has the dual role of reduced the likelihood of accidents and to reduce the economic losses caused by the accident.The case of this study is a cement corporation of Tianjin gentrification transformation projects. For the project, we were carried out the operation of risk identification, risk source analysis, calculate the consequences, risk assessment and risk management. If the project is run in the normal state, it has no adverse effects of the local atmosphere, groundwater and surface water environment. The maximum credible accident for the project is the lack of ammonia storage tank piping, valves, fire explosion caused by ammonia accumulation in the case of electric shock ammonia poisoning accidents caused by diffusion and atmospheric pollution. An ammonia tank exploded its thermal radiation death, second degree burns, burns and radiation was property damage radius smaller than the radius of the pool fire, so there are no thermal burns and property losses. After the leak of Ammonia storage tank, the place at a distance of32m far from the ammonia storage tank, ground concentrations of ammonia can be lower than30mg/m.Within0.8km scope of the proposed project, it has no planning residential areas and other sensitive points, so the tank leak accident does not impact on residential areas outside the factory. In addition, we have formulated a more comprehensive risk accident prevention measures and emergency plans for the project; besides, we strengthen the management and monitoring of ammonia transport, handling and storage areas. Establishment and implementation of emergency response plans for the park, those measures can minimize the risk of accidents points, ensure the project does not lead to a great risk for the environment of built-up areas. |
