Research On The Problems And Measures Of Ecological Civilization Construction In Shanxi Province

The ecological civilization construction can effectively relieve the contradictionbetween economic development and environmental protection, coordinate therelationship between people and between man and the nature, and then promote thesustainable development of economy, society and environment. Shanxi province is animportant energy and industrial base of China. For a long time, energy and rawmaterials predominate in the economic structure, which leads to a series of ecologicaland environmental problems, at the same time hampers the sustainable development ofeconomy and society. So accelerating progress in the ecological civilizationconstruction in Shanxi province is particularly important. For the moment it has beenpoorly studied on the ecological civilization construction in Shanxi province, since thereis no one set of scientific evaluation index system. Therefore, this paper attempts toconstruct an evaluation index system of ecological civilization construction which suitsShanxi province’s circumstances. Using the evaluation index system to find out thestatus quo, problems, reasons and the measures of the ecological civilizationconstruction in Shanxi province, has a vital significance.Based on the research both in China and abroad, this paper analyzes the ecologicalcivilization construction which is advanced, sustainable, staged, long-term andcharacteristic of discrepancy in light of different districts, and reviews the developmentof the ecological civilization construction in our country. This paper introduces thetheories of the ecological civilization construction, including the theory of sustainabledevelopment, the theory of circular economy and ecological ethics, which provides atheoretical bases of structuring the evaluation index system of ecological civilizationconstruction.Based on consulting a large amount of relative literature, this paper expounds thecurrent circumstances of the ecological civilization construction in Shanxi provincefrom the aspects of ecological economics, ecological environment, ecological societyand ecological culture. This paper proposes that building the evaluation index systemshould follow the scientific, operational, comprehensive, representative andinstructional principles. According to these principles, this paper constructs anevaluation index system of ecological civilization construction. This system consists of four target layers: ecological economics, ecological environment, ecological society andecological culture. The target layers are divided into ten criterion layers includingeconomic level, environmental quality, public services, education and propaganda. Thetarget layers are composed of thirty specific quotas. Using the GAHP method to get theweight of each quota, criterion layer, target layer, this paper employs the syntheticalindex method to evaluate the circumstances of ecological civilization construction inShanxi province and the performance of every index with the evaluation index systemand the statistical datas related to ecological civilization construction of Shanxi provincefrom2008to2012. Based on the evaluation results, it comes to the conclusion thatecological civilization construction of Shanxi province works well but problems stillexist.For some problems in the ecological civilization construction of Shanxi province,such as bad situation of economic development, problems of industrial structureoptimization and industry technology, high resource cost, poor quality of theenvironment, lack of ecological environment governance, slow process of urbanization,imperfect social security system, small scale of higher education, underdevelopedecological and cultural industries, this paper proposes some measures and advices fromscientific and rational planning, the aspects of policies, laws, development pattern, thepeople’s livelihood and public participation in order to provide some references for theecological civilization construction of Shanxi province, combing with the advancedexperience in ecological civilization construction in China and abroad.
