With the rapid development of economy and society in China, people’s living standard has been greatly improved.In the party and government at all levels of care and guidance, the medical and health service in China has also gamed the success that attract worldwide attention. However, with the view of the medical and health service in China, we found that the development of health cause in China still lags behind the economic and social contradictions, before the limited medical resources and unlimited demand for medical service is still quite prominent. the SARAS epidemic in2003make the public aware of existence of the development of China’s medical and health undertakings gap. So, the government launched a new round of China’s medical and health system reform. The implementation of the new medical reform program, the broad masses of the people is particularly benefit. However, in the weak base of China’s rural medical and health service system, the implementation of the new medical reform policy has brought about to long service in the grass-roots doctors and health workers, what has happened to their survival condition.This paper takes Yuxi city of Yunnan province rural doctors as the research object, combined with the new medical reform policy, access to a large number of literatures and state and local policy, using the method of questionnaire investigation and interview, detailed field investigation, systematically expounded the present situation of rural doctors, and analysis of the new medical reform for rural doctors the opportunities and challenges brought by the rural doctors, and the current problems are mainly through the analysis found:there is a gap between the supply and demand of on-the-job training; to licensed (Assistant) physicians conversion rate is low; the quality of village health room lacks, zero profit drug sales subsidies are not in place; traditional Chinese medicine service function is weak; the low level of income and social security; the lack of risk management. Analysis of government participation in the necessity of improving the overall quality of rural doctors in public goods theory and based on the theory of induced demand.From the perspective of the government should be based on public property, by explicitly village health room; gradual transformation of village doctors identity, to implement the classified management of village doctors, through the village doctor occupation development path; improve the training system; reasonable drug zero rate sales allowance; improve rural doctor’s income level and the level of old-age security in batches knowledge training; traditional Chinese medicine and the construction of rural doctors several risk management system to improve the comprehensive quality of the rural doctors. From the angle of village doctors, village doctors should have noble occupation morality, strengthen study, improve their business level, changes to enhance risk awareness and sense of responsibility to the environment in order to improve their comprehensive quality.
