Since the reform and opening-up,China’s medical and health services have maderemarkable achievements,so life expectancy and other health indicators improvedsignificantly.However in recent years, basic medical and health services became lessequal in different regions: government expenditure, health resources and healthindicators do have obvious regional gap.All these not only had bad effects on thesocial justice,but also hindered people’s health improvement and economicdevelopment.Our scholars have already made a lot of valuable exploration on basic health careand its regional gap, but these researches are not quite so comprehensive andin-depth.For these reasons,we improve the measurement method of equity and try tosystematically study equalization development of basic medical and health servicesamong different regions from2003to2010.We are surprised to find greatimprovement in the past eight years,then we study the reason of the improvement,hoping to put forward some useful policy.First of all, we explain the related concepts and basic theories, thus clarify thesignificance of regional equalization of the basic medical and health services.Secondly, we use detailed data and graphics to describe the current situation of thebaisc medical and health services, finding the regional gap on government healthexpenditure, medical insurance, medical resources and health conditions.Thirdly, weuse gini coefficient, theil index, kakwani index to analysis the regional equalization ofthe basic medical and health services of the past8years, figureing out the achivementof the public health spending and medical resource distribution.Then, utilizing therelated data and the gray correlation analysis method, we find the leading cause of thedevelopment.Finally, based on the above analysis, we put forward several suggestionsto promote the regional equalization of the basic medical and health services.
