Study On The Realization Path Of Equalization Of Basic Medical Services In Guangyuan

With the continuous development of Guangyuan’s economy and the improvement of people’s living level, people’s demand for basic medical services showed the trend of rapid growth. But in Guangyuan City,current basic medical service level can not fully meet the needs of the masses of the people, and there is a non equalization in basic medical services, the specific performance for medical treatment is difficult and expensive to dominant social phenomenon, which is called the public image of the "mountain," the 21st century. To achieve the equalization of basic medical service is the medical insurance system reform in our country since the establishment of the unified urban and rural, the focal point of the full coverage of the medical and health system. Therefore, exploring the problems existing in the basic medical service, analysis of the causes of the problems, proper solution method is proposed in this paper can improve Guangyuan City people enjoy medical service level, to promote economic development, better to construct harmonious society also has significance. Mainly carried out from the following aspects:The theory of public goods, rural area development theory, fair justice theory guidance, in the scientific definition of basic medical service, equalization and other related concepts of Guangyuan City basic medical services in the allocation of medical resources, medical insurance system, health care expenditure three aspects carries on the present situation analysis. By setting the measure indicators of medical service equalization, using data processing and statistical method to carry on the qualitative appraisal to the between urban and rural areas and between different groups of basic medical service present situation, a measure of the degree of equalization; and verify the differences in between urban and rural areas, between different regions and different populations between Guangyuan City basic medical services through the dispersion coefficient and coefficient of variation of quantitative methods. The conclusions of the study are as follows:(1) To understand the status quo of equalization of basic medical services in Guangyuan city. The theory of public goods, rural area development theory, fair justice theory as a guide, through the understanding of Guangyuan City medical and health service system of resource allocation, the system of basic medical service system, medical services consumption status, clear Guangyuan City in different regions, different groups and related mechanism set in the reality of the situation.(2) To find out the problems in the equalization of basic medical services in Guangyuan. By setting the measure indicators of medical service equalization, using data processing and statistical method to carry on the qualitative appraisal to the between urban and rural areas and between different groups of basic medical service present situation, to measure the degree of equalization, and verify the Guangyuan City of basic medical services in between urban and rural areas, between different counties and between different populations exist differences through the dispersion coefficient and coefficient of variation of quantitative methods, to identify the problems existing in the service equalization.(3) To analyse the reasons for the non equalization of basic medical services in Guangyuan. Through the comprehensive analysis of the current situation and problems of the equalization of basic medical services in Guangyuan City, from the basic health care system, medical service system of urban and rural areas, regional economic development and government identify the inequality.Through the research found that in the basic health care system, medical service system of urban and rural areas, regional economic development, transfer payments and fiscal expenditure is still not perfect, based on this, this study proposed eliminate institutional barriers, to eliminate the dual structure in urban and rural areas, coordinated development of regional economy, finish good medical service system and different groups of basic medical and health services and the countermeasure and suggestion to strengthen the basic medical service supervision system, Guangyuan City, realize the equalization of basic medical services provides a practical approach to reference.
