As the development of the management theory and management practice, human resources as the first key element of the management, has already got more and more attention. At present, all kinds of non-governmental organization of social, exist the problem of personnel strong- flowability and bad- stability, but, to a certain extent, it has promoted the renewable sources of organization-vitality."Human resources has already become the first resource of organization-development", this is the request and the inevitable result of social development, it not only applies to non-governmental organizations, the same also applies to governmental organizations. As in the local government area of our country, carrying out the scientific and effective management of human resources is imperative, especially, it has more importance that studying deeply in the field of human resources-sustainability.At present, although local governments do not have to be anxious for the problem of human resources flowability and stability concerns, whose human resources lack of job motivation and enthusiasm, frequently change post, lack of social responsibility and sense of crisis, occupation is languorous, the concept of local government Human Resource Management lag behind, etc, are all problem demanding prompt solution. So, finding the crux of the problem, and exploreing ways to solve that is the main objective of this paper. It combines tradition ways and innovative method, from the traditional system of constraints, incentives and career planning, to innovative and actively guide the informal groups, human resources crisis management and enhance social responsibility, from the systems ,mechanisms, physical, spiritual, cultural and so on, more targetedly to address the human resources of local governments in the issue of non-persistent, establish the fine talented person basis for the development of the local government. This is an important task, is also a top priority.This article is just based on the above understanding, combining with the analysis of actual case studies, giving objective analysis on the work ethic and values of human resources in local governments, and demonstrates how the concept of local government talent to make target selection, to promote the scientific management and people-oriented management of local government, to maintain the play of the effectiveness sustainability of its human resources, in order to promote the health, science and sustainable development of Local government organizations.
