Value Of Public Policy Evaluation Criteria

Study on evaluation standard of public policy has experienced the development fromthe positivist tools of positivism to value analysis and judgment, gradually attentionon the meaning of the abstract standard value of policy. Research of this paper athome and abroad about public policy evaluation and its standards, starting from theAfrican policy makers view, according to the theory of basic function of regulatingthe individualism and the origin of the state, the government as the foundation,proposed the standard of basic value of public policy evaluation, and use the standardspecific analysis, the cause of the reform of public life in the unit income policy andantitrust policy.Study on the value of the standard of evaluation of public policy the paper out of onlypay attention to the evaluation of policy results tool orientation, emphasizes theimportant significance of the abstract value judgment and evaluation of public policy.Study on comprehensive use of normative research method, literature review and case,described the public policy based on the basic function of government and service onthe basis of the abstract normative evaluation criteria. In addition, the only way is toadjust the distribution of social interests and the maintenance of public policy is notsocial order to solve public problems, priority should be given to voluntarynegotiation between the competition order in the market and citizens. In other words,the premise and foundation of research value of standard system based on publicpolicy evaluation is the public policy should be a priority or encourage maintain socialcompetition and voluntary negotiation social order, standard of value to the norms ofpublic policy should have and attribute.In summary, the abstract value attribute of public policy evaluation is proposed in thispaper are five basic value standard provides the public policy should have, whichaccords with the will of citizens, to make full use of social information, public policyto save the social negotiation costs policy makers in the government function underthe constraint base, with members of the society is based on the policy preference, thepolicy as a dynamic and open process, and the maintenance of social order and thegeneral increase of every citizen opportunities as the goal, to maintain the social,market competition environment, improve the citizens of the policy response, so as torealize the connotation of " public policy " two words.
